lit. the falling flowers are yearning for love, but the heartless brook ripples on (idiom) / fig. one side is willing, yet the other one remains indifferent (usually of unrequited love)
The metaphor is that there is affection in this aspect, but unintentional in the other (mostly referring to love between men and women)
《续传灯录．温州龙翔竹庵士珪禅师》"落花有意随流水，流水无情恋落花。"后以"落花有意，流水无情"比喻一方有意﹑一方无情。多指恋爱方面的事。
