在古代欧洲,主要指称古代希腊城邦和罗马的高级长官。在雅典,约自公元前682年起,每年选举九名执政官,首席执政官,掌握内政,地位最高,其名字用来命名他任职的那一年,又称名年执政官”。在罗马,从前509年共和制建立后,每年选两名执政官,当年就以他们的名字命名,掌握军政大权。战时为军队最高统帅。帝国时代已形同虚设。
