His employer garnished his wages in order to pay his debt.

外专请事假须经校方同意,学校将按日扣发工资,在合同期内,事假累计不得超过十天,连续事假不得超过三天,超过一天,将扣发两天工资。

The foreign expert should ask for a private affair leave from the school. The private affair leave cannot be longer than 10 days. Over one day, the school will deduct two day's salary.
