〈名〉某些国家议会分设两院的制度。两院议员一般都由选举产生并定期改选，两院都有立法和监督行政的权力，但名称各有不同，如英国叫上议院和下议院，美国、日本叫参议院和众议院，法国叫参议院和国民议会。
